The license is 2% of revenue derived. (Only after you earn some minimum amount).
That amounts to free for a product that is not sold.

The point is that even license holders such as Real can not give away billions
of copies of realplayer and still pay any fixed amount per copy and remain
in business. They are not paying on anything they give away, as
2% of revenue = zero when there is no revenue.
