In YaST:
System -> /etc/sysconfig Editor ->System->Cron

I've used these settings since 8.2 to avoid your problem:

TMP_DIRS_TO_CLEAR = /tmp /var/tmp
CLEAR_TMP_DIRS_AT_BOOT = yes

I'd be inclined to enable these settings then reboot the system to confirm
they've 'taken' and the space recovered.
