In all cases, the USB flash memory drive was connected directly to the
PC. I guess the hub is integrated with the motherboard. How can I
test that the hub is or isn't USB 2.0 compatible?

It's true. On the bad computer, I get:

The computer has 6 USB ports but all seems to be driven by the EHCI
