the problem I see is that dependencies are written in rpm's
by dveloppers of the application, not SUSE. So at first this
may be only available for packages homed in the openSUSE
build system :-(

What do you mean? Do you mean that SUSE does not have control over
which packages some other package require and therefore...

there are ~ 15000 packages in the SUSE repositories. its impossible to have them all mastered. Only the team responsible of the package can do.

not really. The developpers are first interested to have a rock solid package, not necessarily the one that best integrate in a distro.

How many time I have seen a dev use the very last library, it's may be the only one using it!

suppose you use a php package very handy for any task you have to cope with each day.

suppose (completely imaginary) php6 go away with the very function the developper can't live without and immediatly he jump to php6. But php6 is _not_ compatible with php5!!

and some older apps using php5 uses hacks that are not anymore compatible with php6.

what do you do?
