You should not need to run rsyncd on either machine for this to work.

How do I tell if it's running? How do I start/stop it?

$ ps -u root | grep rsyncd

produces no output if rsyncd is not running.

start/stop it (as root) with

# /etc/init.d/rsync.d start
# /etc/init.d/rsync.d stop

Your EXCLUDE file is the place to put directories you don't want copied. Put in the full path to the file unless you want any directory with the given name excluded.
