the icon can't be clicked to activate because the "balloon(s)" is/are
covering it/them.

(Suse v 7.1 is looking good at this point in time.)


But doing what you suggest defeats how I want my desktop to look and behave, and the software should do what I want and not me adjusting to what the software decides how things should look.

I guess they're trying to keep things familiar for Windows users. ;-)
