Try:

ftp://fr2.rpmfind.net/linux/SuSE-Linux/suse/i386/8.1/suse/i586/gtk2-devel-2.0.6-71.i586.rpm

If that don't work for you, go to www.gtk.org and download all
the latest tarballs and install them manually.
