what does tc -s -d class show dev [your_eth1] give

Also you may want to check http://lartc.org

class cbq 1: root rate 10Mbit cell 8b mpu 64b (bounded,isolated) prio no-transmit/8 weight 10Mbit allot 1514b
level 1 ewma 5 avpkt 1000b maxidle 23us
Sent 839072 bytes 1898 pkts (dropped 0, overlimits 0)
borrowed 0 overactions 0 avgidle 624 undertime 0
class cbq 1:1 parent 1: rate 32Kbit cell 8b mpu 64b prio 5/5 weight 3Kbit allot 1514b
level 0 ewma 5 avpkt 1000b maxidle 215869us
Sent 0 bytes 0 pkts (dropped 0, overlimits 0)
borrowed 0 overactions 0 avgidle 5.65889e+06 undertime 0

The recompile worked thanks Togan,

It still doesn't limit the bandwidth though :(
checked the lartc.org site -- hmmm, i'm still missing something ?

Thanks so much,

andre
