I assume the following:

Your ISPs nameservers have the IP addresses 1.2.3.4 and 1.2.3.5
Your local LAN is 192.168.0.0/24

Then use the following clause in /etc/named.conf

options {

directory "/var/named";
allow-query {
192.168.0.0/24;
};

forwarders {
1.2.3.4;
1.2.3.5;
};

forward only;
};
