Telnet out has "nothing" to do with your machine; it's the other machines
that determine if you can telnet them or not. And, in your case, I guess that
you have either (a) not started inetd or (b) telnet is commented out in
/etc/inetd.conf (or both). So, as root, after checking /etc/inetd.conf, issue
rcinetd restart. Try it again.

Don't forget to make inetd start automatically on boot (/etc/rc.config and
re-run SuSEconfig or do it through YaST)
