It appears either 1) Your ISPs DHCP server is down (DHCPOFFERS come from the
server), or
2) You may be behind a firewall and your broadcast packets are being blocked
(DHCPDISCOVER to 255.255.255.255)

This has the request instead of the offer because it already has an address
assigned and is just renewing.
