IMHO there isn't much benefit from decorating the -devel package name:
1) libexpat1-devel and a potential libexpat2-devel would likely have
   conflicting filelists anyway
2) Either all BuildRequires: lines would have to be updated after
   a new expat release, or the libexpat*-devel packages would have to
   provide libexpat-devel = %version, which would require updating the
   build config (to avoid "have choice for libexpat-devel" type of
   errors)
