i installed mysql server and found out that there is the sql mode
STRICT_TRANS_TABLES set as default and tried to unset it in the my.cnf
file. Without results because there is a /usr/my.cnf file which overrides
the /etc/my.cnf config.
MySQL created it an the first start.

Reproducible: Always

Steps to Reproduce:
1. install mysql server
2. set sql_ mode = ""
3. restart mysql server
Actual Results:
sql mode did not change

Expected Results:
sql mode should changed
