YOU does "something" (probably nothing), runs SuSEconfig and that's it.

zypper is telling you, the patch is not needed. What do you expect ZYpp to do? In this case, I guess you want to fetch the fonts again? (did you delete them?) fetchmsfonts is a hack package that downloads fonts in the post-install script.
