Maybe it is, but the maintainers of the X11:Xorg would tell you more.
This is more probably xorg packaging problem, than libzypp/zypper/yast
problem - the packages should depend on each other in such way, that
installing a broken setup would not be allowed.

Please talk to the X11::Xorg repo mainters about this first, and then,
if you suspect bug in package management software, get back to this list
(or bugzilla). Looking at build.opensuse.org, the maintainers are
sndirsch and eeich (@novell.com).

Have I set the Priority from Update lower and the repositories higher ?

You can find out by running 'zypper repos -P'. Note that higher number
means lower priority. But whathever the priorities are, the result
should not be a broken system, if the packages have correct dependencies.
