This doesn't really match the intention of 'suggested' which is
defined as
Suggests are just hints for an application and not handled
during dependency resolution.
Think of 'Amazons Customers who bought this item also bought'
in http://en.opensuse.org/Software_Management/Dependencies
And I haven't seen a "Put all stuff other customers bought into your
Cart" at Amazon ;-)
