So "SuSEconfig" is just badly coded? Because that's also how SuSEconfig could work. As a side note, you also have the ldconfig problem: maybe some other package's scriptlet needs to have an up-to-date gtk icon cache, so it may not be correct to delay the cache generation to the end of the transaction.
