We have had this discussion on zypp-devel:

and come to the conclusion to remove this flag.

That's the only way to solve this "problem". You do not want to delete
ALL unmaintained
packages but special packages only.

It should be solved outside of libzypp by setting delete request for
each solvable.
The current bahaviour of libzypp is described in the thread above.
