force-resolution makes it _possible_ to remove. But installing an "old" version is much less painful, so it prefers this one. If there wouldn't be that old package, you would see a difference with force-resolution or not.
So I would say this is not a bug.

Thanks for answer. Question is also on second part (I discover it when try install plain donwloaded rpm with newer version). Why with force-resulution is installed and uninstalled(!) less package then without it? And why there is not any question about that conflicts without force-resolution?
