Btw, honorRecommends = false means no language packages, no hardware
dependent packages, no split-provides, ...

Which is fully acceptable and the right behaviour from my pov.

People disabling recommends are usually concerned about the number of
packages installed, so they (are supposed to) hand-pick language-packs,
drivers, etc.

Perhaps it would be better to name it zypp.onlyRequires = true/false
