Ask the user?

- mounting target
- reading targets zypp.conf (to get target related paths and
settings. we can't do this by now)
- check whether locks are on and defined
- ask the user whether to use them during update, or ignore
them.

if use: load the locks and write them back on commit.
if ignore: no load no write back
