Before doing this, let me question the need for a candidate per se.
We did that time and again, and the conclusion was always that we NEED something to display to the user. If this is now discussed away again (like back before the first libzypp the need for selectables), we will run into similar problems like back then: Something the user (and thus the UI) expects and needs being added as an afterthought and always doing something completely unexpected. It might not be needed or desired from the solver's point of view, but frankly, neither the user nor the UIs care. All that stuff is there to provide some service to the user, not as a nice mathematical model. That's why I went through that pain to write that application layer spec: To prevent stuff being discussed away again because it might sometimes not be so simple to be implemented.
