That's the (or my at least) plan, yes.  But together with a different meta 
format (the SOLV files) ...

... and insofar I personally am not interested to work on the yum format, 
so that would have to be done by someone else :)

PS: before someone cries, the SOLV files would be placed in parallel to 
the yum metadata, so clients not understanding the former can continue to 
use the latter.
