As part of the download packages port, the delta/patch rpms are not longer 
taken from the packages API but from all repositories.

What does this mean?

- You could have repos providing only patch and delta rpms [1]
- Patches don't need to specfy delta and patches rpms in the patch metadata.

[1]: This means a metadata format needs to be specified ( deltas.xml for 
repomd.xml )

I hope someone could drive the patch.xml cleanup.

Note: The current format will still be parsed, and patch/delta rpms find 
inside patches will be inserted to the list of delta and patch rpms provided 
by the repo where that patch belongs.
