I guess the license should be "GPL-2.0+" as the other YaST modules. According to bnc #719219 GPL-2.0 is correct (yast2-audit-laf is also submitted with GPL-2.0 due to this bug). The problem is that all (almost all?) YaST packages are affected and should be submitted with new license. bnc #719219 not yet gives an answer.
