Roles are sets of permissions. Most WebYaST actions need various permissions to run, which makes it hard to manage them (imagine a user having dozens of permissions). Permissions are also very low level and might not have an obvious connection to actions. By grouping permissions into roles, this stuff gets easier to handle.
