I just followed
http://docs.kde.org/stable/en/kdebase/kate/katehighlight-system.html
and looked at the existing examples in `kde-config
--prefix`/share/apps/katepart/syntax

As for kdevelop templates, that isn't something I have looked at
myself. There is some documentation on their wiki at kdevelop.org, and
some on kde techbase (techbase.kde.org), but I guess again the best
bet is to look at the existing templates.
