That is because DVI connector does not have DDC:

RHD_DDC_NONE, RHD_HPD_0, { RHD_OUTPUT_UNIPHYA, RHD_OUTPUT_NONE } }

It's weird that PANEL does have DDC while it uses AtomBIOS probably. Maybe that
RHD_DDC_1 should be assigned to DVI, not PANEL?
