Thanks for the answer.  

This card though has two GPU's on the same board.  I just can't get any display 
off the second GPU, which I suspect from the log is because a second BIOS isn't 
found.

Does the 1.7.0 server use an enhanced xrandr that supports multi-GPU's?

This is a FAQ. With multicard setups you are on your own. The second
card isn't posted, thus no AtomBIOS. Also, you need at *least* Xserver
1.7.0 to have a chance.
