be achieved by setting it might be better. It essentially enables
statically setting the GPU engine clock.
This is only effective when ForceLowPowerMode is turned on; the
relationship should be made clear. Also redundant to repeat the option
name.
I really should have documented these myself, but I'm all for other
people doing the work. :)
