Sounds rather like a libpciaccess issue. Just guessing, though.

Multi-card configurations are no longer supported in sax2, due to theI don't have a problem with writing the xorg.conf File by hand, I've
multitude of issues we had in the past. So you have to create your
config by hand (maybe use the sax2 one as template).

Please note that I'm not asking for xorg.conf or GDM configuration!

It is only about the radeonhd driver
a) Seeing unknown chipsets and cards and
b) not honoring the BusID option in the device section.
Sounds rather like a libpciaccess issue. Just guessing, though.
