Unknown cards and a failure to read the BIOS are my problem.
Not sax2, xorg.conf or fglrx. That's why I followed
(II) RADEONHD(0): Unknown card detected: 0x94C3:0x174B:0xE400.
If - and only if - your card does not work or does not work optimally
please contact radeonhd@xxxxxxxxxxxx to help rectify this.
Use the subject: 0x94C3:0x174B:0xE400: <name of board>
and *please* describe the problems you are seeing
in your message.
To answer teh above nevertheless:
I usually don't use sax2 to create my xorg.conf but, yes, I already
have tried the fglrx drivers from the ATI repository
(x11-video-fglrxG01-8.573-0.1).
aticonfig --adapter=all --initial
or
aticonfig --initial=dual-head
or even
sax2 -r -m 0=fglrx,1=fglrx
do not create a working dual-card config with distinct screens,
even if modified manually afterwards.

Hi Ho, sorry to update this but if you configure by running
sax2 -r -m 0=fglrx instead of
aticonfig --intial

Now, I'm trying to setup a multi-seat system with the followingcomponents:
Multi-seat generally gets very little love from upstream developers,
including in the Xserver :-(
I've also tried sax2 (which I usually don't do) but despite 'sax2 -p'
finds both cards, 'sax2 -r -m 0=radeonhd,1=radeonhd' fails to create a
valid config (Xorg says parse error in device section).
Multi-card configurations are no longer supported in sax2, due to the
multitude of issues we had in the past. So you have to create your
config by hand (maybe use the sax2 one as template).
Sorry
