a) Seeing unknown chipsets and cards and
b) not honoring the BusID option in the device section.

I've also tried sax2 (which I usually don't do) but despite 'sax2 -p'
finds both cards, 'sax2 -r -m 0=radeonhd,1=radeonhd' fails to create a
valid config (Xorg says parse error in device section).
Multi-card configurations are no longer supported in sax2, due to the
multitude of issues we had in the past. So you have to create your
config by hand (maybe use the sax2 one as template).
