Which, of course, doesn't exactly help you. I don't remember whether we have an RS740 here. Is anybody using it successfully?
I see exactly the same thing with an HD2400 (rv610 ?) running on an Alpha ev67 machine. I reported this to bug #15521 (http://bugs.freedesktop.org/show_bug.cgi?id=15521) originally thinking it was linked to the underlying problem reported therein. I now know it is not. I am now able to run the latest xserver (1.5.3) and the problem remains.
I have also verified that the ati driver works correctly! The xserver comes up and I was able to use it for an evening without any problems (other than problems in switching to the virtual terminals).
If desired I can email to the list Xorg logs for both the radeonhd and the ati drivers.

The "regular" radeon driver in the 2.6.28rc kernel has preliminary support now for the RS740 2100 IGP card. It doesn't have an MC idle issue. I don't know if there is something in that driver that can help with this problem.
