I didn't notice this yesterday, but using
Option "AtomBIOS" "pll=on"
introduces one new problem. While using this option fixes disabling PANEL, I
can not switch to console anymore (after starting X).

If I try to switch from VT7 (X) to VT1 I get white-blanking screen just like in
case of bug #17043 (attachment #18628). However if I switch to VT7 (X) from
white-blanked VT1, then I get nice picture again.
