This suggests that your video card does not have the power mode table
in AtomBIOS, which isn't unexpected as PowerPlay didn't officially
debut on ATI's desktop cards until HD3800.

My r5xx_pm branch of the driver does try to set a few power management
related registers to values I'm guessing are useful, but this has
never been verified to work. Personally, I'm not even sure what
dynamic, automatic power management features exit for the non-mobile
family of r500.
Since there are no documentations on the subject yet, and I do not own
a non-mobile r500 card, I'm afraid there isn't much more I can do at
the moment.
