The current code uses the connector table information which lists explicite TV connectors. An additional logic to handle TV over VGA would have to be added.
AFAIK a VGA/component adaptor has to have additional electronics, and should thus be handled like a general monitor. /me thinks.

There are cards (FireGL) which come with a YCrCb adaptor to plug into the DVI-I port. Checking how those adaptors are wired up revealed that the 3 signals are connected to the RGB signal lines on the connector. According to the register specs DACA and DACB are identical regarding TV support. Usually DACB is connected to the TVout connector(s) on a card. I discovered when doing load detection tests that DACB doesn't respond when a monitor is connected to the VGA out but no TV is connected to the TV connector of DACB when DACB is in TV mode. This is different for DACA: there I see a load when TV mode is activated but an analog monitor is connected to it.
