This has nothing to do with dpi.
Initial mode selection in RandR is somewhat... strange. IMHO this is an
upstream bug.

You have to 'xrandr --output PANEL --right-of VGA_1' again. RightOf is no
dynamic property, but is selecting the offset on specification time.
