I'm not the one with the details here; but at least you'd probably like
to hear that the "El Torito" extensions (to ISO9660?) have the first
section of a CD-R behaving like a 2.88MB floppy, for booting purposes --
so I don't see why you couldn't have such a hybrid CD.

But you'll want to hear the definitive answer from somebody who actually
knows.
