Using "libreoffice" in the Maintainer finder tool takes me to: https://build.opensuse.org/package/show/LibreOffice:Factory/libreoffice which does have a report bug icon underneath the description text. The package in the link you supplied doesn't have a report bug icon and the one at the bottom of the page is for the web page. All the devel projects for Factory have report bug links.
Then the issue is why some pages have it and some don't.
The "user" tab shows only one entry, and no bugowner. Perhaps that's the reason?
I think that all published projects, even home ones, should have a report link, or alternatively, a "contact me" link.
All my home:plater and sub project packages have a bug report link but I recall trying to file a bug against an obs package in the past that didn't have one, can't remember which one though.
