Old style keys (newly unsupported) on your 13.1 account perhaps?
This is a well-known problem for some time, now, and has to do with an improvement in security. There are workarounds, and other solutions, but the best is an upgrade. Or, if you are in control of the SSH server, you may be able to generate a key at the client end and transfer a copy of it to the correct location on the server, might work.
