That's only kernel messages that it likely gets directly from kmsg. Try logger - does it appear in /var/log/messages?

Yes, on Leap 42.2 ForwardToSylog default to "yes". On TW it is disabled. TW actually follows upstream default, although I could not find any changelog describing it.
Arguably default rsyslog configuration on TW should then include journald module. Anyone cares enough to open bug report?
I don't use TW... It will have to be you ;-) I can report it, but I can not easily run tests. Only on an old virtual install.
