Underlying tool that updates bootloader configuration when kernels are added/removed still supports grub legacy so it should still work. You won't be able to manage it using YaST though.

It's really up to you to decide. I have seen vague problem reports on forums regarding use of grub legacy, so I would consider moving to supported bootloader.

Quite a lot changed in both grub2 and YaST since 13.1 so I'd rather do it after update. Simply reconfigure bootloader using YaST. You will lose all bootloader settings though and need to configure them again.
