You needed more then this also the script fluendo-pullin. If you try to do it manually it does not work (for reciprocal dependencies and conflicts with the packman packages). If you run the pullin script then just the codec is installed. This is a new behaviour though. Normally installing the packman packages worked.
"Pullin" has no bearing on having Amarok play a file, from the description:
"The installation of this package triggers online update of gstreamer-0_10-fluendo-mp3 and gstreamer-fluendo-mp3."
I don't have pullin installed, not on Leap or TW and don't have problems with Amarok not playing mp3s. If it triggered an update, then maybe your packages were out of date. But the pullin package itself is just a helper script, that's it.
I understand fluendo_pullin matters if you have the /official/ fluendo packages, but does not matter if you have the alternative packman packages.
