Yes, you would think so yes, but in practice the ISPs still have sufficient IPv4 addresses, especially the large ones. The ISPs with visions and ideas have gone IPv6 long ago, the remaining ones (Telefonica for instance) are monolithic laggards that have to be pushed. Every time Swisscom calls up to ask if I'd like to move our ISDN lines to VoIP, I say yes please, but on IPv6. Then they say "ah, thanks, we'll call again later".
