I just tried an experiment. I removed the NTP server config from my notebook computer. I then fired up Wireshark on the notebook and desktop computers to watch NTP. I also verified DHCP was providing a NTP server address to my notebook. I have seen a few NTP transactions on my desktop system, but none on my notebook. Both are running openSUSE 13.1, with static config on the desktop and network manager on the notebook.
