No. Hibernation image is written to a single device. There is no requirement it must swap though.

There is no requirement that device you use to store hibernation image be used as swap device. It can be dedicated partition used for this purpose only.
Some years ago, hibernation aborted if more than one swap spaces was listed in fstab. Later it learnt to use only the one listed in the "resume=" parameter, and ignore fstab for this respect.
It would be nice if it could hibernate to several swaps, same as it can use them on normal usage (it is faster). But I think this is not supported. So the resume space has to be big enough, even if there are more swap spaces in fstab.
