Are the other icons you've successfully placed on the Task Manager for KDE/Plasma 4 or non-KDE applications? I believe the Dolphin version in Leap is from KDE Applications 15.08 so I just wondered if there could be an issue only with newer apps.
it's all from default favorites in menu (text processor, konsole...)
but I lack the right clic "add to task bar" menu. No idea where they are defined

I just notice I can drag the "home" icon of the "Desktop" folder to the task bar. The icon is not that of Dolphin, but the action is the same.
Leap is obviously not as polished than 13.2, not a surprise given how it was a hard work! For example I had to remove it and reinstall the default one to have a resonable working. After some tricking it become erratic.
not a big deal
In one of the very early esponses you received when you asked the original question you were asked if you had the the widgets locked to which you never replied but kept rambling on about Dolphin or something or other. Nothing to do with Dolphin or anything else. In Leap, and in Tumbleweed, placing an item into the panel is exactly the same as in 13.2: right-click on the item in the menu found in START - whatever - and you will see the choice of placing the item in the panel. You will NOT see this option if your widgets are locked.
