That would depend on what needs the passwords. WiFi gear generally accepts either. My access point will accept 8-63 ASCII characters or 8-64 hex digits.
I think the point that Carlos was trying to make is that there's no way to tell from a certain set of strings is the input is hex or not simply because the hex representation is a subset of asii. For example, is the following in hex or not?
