The binaries *at the time* the initramfs was built. But when those utilities get updated, which at least for btrfs-progs is frequent, the utilities baked in the initramfs are not updated unless there's a kernel update.
Well, if those utilities get into the initrd, on their update the postinstall script must call "mkinitrd". If it doesn't, and you know that, you should report this as a bug in bugzilla.
One problem is that you do not really know whether they are part of initrd or not. I have brfsprogs installed but I do not have any btrfs; so simply calling mkinitrd on update would be wrong for me.
